Nelson J. Sabatini

Nelson Sabatini has an expansive career working on Maryland and federal healthcare policy.  He twice served as the State of Maryland's Secretary for the Department of Health and Mental Hygiene under the Schaefer and Ehrlich administrations. During his tenure with the federal government, Mr. Sabatini was the Deputy Commissioner of the Social Security Administration and held several senior positions at Health and Human Services.  While at HHS, he helped develop the Medicare and Medicaid programs.  He has also served as Executive Vice Present of the University of Maryland Medical Systems.​

Joseph Antos, PhD

Wilson H. Taylor Scholar in Health Care and Retirement Policy

Joseph Antos, Ph.D. is the Wilson H. Taylor Scholar in Health Care and Retirement Policy at the American Enterprise Institute and adjunct associate professor of emergency medicine at the George Washington University. He is also serving a third term as a commissioner on the Maryland Health Services Cost Review Commission. Antos recently completed seven years as a member of the Panel of Health Advisers for the Congressional Budget Office (CBO). 

Previously, Antos was Assistant Director for Health and Human Resources at CBO, and he held senior management positions in the U.S. Department of Health and Human Services, the Office of Management and Budget, and the President’s Council of Economic Advisers. His research focuses on the economics of health policy — including the Affordable Care Act, Medicare, the uninsured, and the overall reform of the health care system and its financing. He also studies the impact of health care expenditures on federal budget policy.

Victoria W. Bayless

Victoria W. Bayless Victoria W. Bayless is the president and chief executive officer of Anne Arundel Medical Center. She joined AAMC as vice president of clinical and support services in 2005 and was promoted to chief operating officer in 2006. In September 2009, Bayless was named president and chief operating officer and was promoted to CEO in 2011.

Bayless has more than 20 years of experience in leadership and management roles, specializing in business development, hospital and health system operations, strategic planning and marketing, medical staff relations and physician practice management. Prior to joining AAMC, she was vice president of clinical services at MedStar Washington Hospital Center and held several other roles there from 1993 to 2005.

In 2007, Bayless was recognized by Modern Healthcare magazine as one of twelve national healthcare leaders in the publication's 2007 "Up and Comers" report. The Baltimore Business Journal recognized Bayless as one of "40 under 40" business leaders in the region. She has been recognized as an Influential Marylander by the Daily Record, and is a YWCA TWIN (Tribute to Women and Industry) honoree.

Bayless received her bachelor of science from Tufts University and her master of health services administration from The University of Michigan School of Public Health. She also holds a certificate in executive leadership from the Georgetown University Center for Professional Development.

A fellow of the American College of Healthcare Executives, Bayless serves on several boards including: The American Hospital Association Regional Policy Board; CareFirst GHMSI; United Way of Central Maryland; and Johns Hopkins Home Care Group. She recently served on the Maryland Hospital Association’s Executive Committee and the United Way Anne Arundel County Partnership Board. In 2016, Ms. Bayless was appointed by Governor Hogan to serve on Maryland’s Health Services Cost Review Commission.​

George H. Bone, M.D.

Dr. Bone is a chemical process engineer by training and a practicing physician who specializes in Internal Medicine. He graduated in Medicine from St Louis University in St Louis Missouri, and received his undergraduate degree in Chemical Engineering from the University of Minnesota. Trained as a clinical researcher at the National Institutes of Health, he has more than 34 years of experience in the private practice of internal medicine. Dr. Bone has designed an e-prescribing system for use in a medical office 1990, in addition to medical office management billing systems 1995 and an Electronic health record 2001.

In 1990, pursuing his interest in the business of medicine Dr. Bone was part of a team to introduce capitated radiology to the National Capital Area. He went on to form a 1200 physician independent practice association in 1995. The IPA was the impetus for designing the blue print with TATA Consultancy for a multi location medical office system. This then evolved independently into the need for a state-wide health information network resulting in two patent pending applications for an Automated Intelligent Parallel Processing system and Method for Knowledge communication.

In 1990, pursuing his interest in the business of medicine Dr. Bone was part of a team to introduce capitated radiology to the National Capital Area. John M. Colmers

John M. Colmers is Vice President, Health Care Transformation and Strategic Planning for Johns Hopkins Medicine. In this senior management position, Mr. Colmers works with leaders from the Johns Hopkins Health System, the Johns Hopkins School of Medicine, and related organizations to develop and implement a strategic plan consistent with the organization’s tripartite mission of research, education, and patient care and responsive to the new challenges of health reform and more value-demanding health marketplace.

From January 2007 to January 2011 he served as the Secretary of the Maryland Department of Health and Mental Hygiene. This cabinet level agency has a budget of $9 billion is responsible for protecting, promoting and improving the health and well being of Marylanders through a broad range of programs including Medicaid, public health, behavioral health, state health facilities, and regulatory oversight.

From November 2000 through January 2007, Mr. Colmers was a Senior Program Officer for the Milbank Memorial Fund. The New York-based Milbank Memorial Fund is an endowed national foundation that provides nonpartisan analysis, study, research, and communication on significant issues in health policy.

Prior to joining the Fund, he spent 19 years in Maryland State government where he held various positions, including executive director of the Maryland Health Care Commission (MHCC) and the Health Services Cost Review Commission, the agency overseeing Maryland’s all-payer hospital rate setting system.

Mr. Colmers has a BA from the Johns Hopkins University and an MPH from UNC Chapel Hill. He was a director of CareFirst Blue Cross Blue Shield and the Chairman of one of its affiliates, CareFirst of Maryland, Inc. He previously was a member of the Board of Academy Health and served as its chair. He also served on the Commonwealth Fund’s Commission on a High Performance Health System. He is a past chair of the steering committee of the Reforming States Group, a bipartisan group of executive and legislative leaders. In July 2011, Governor O'Malley appointed him as chair of the Maryland Health Services Cost Review Commission. He also serves on the board of the Milbank Memorial Fund. (Term Expires July, 2017)​

Jack C. Keane

Mr. Keane is a highly experienced health care consultant whose areas of expertise include health care payment policy and methods, health care data analyses and payment negotiations involving health care providers, health plans and other purchasers.

His clients include—or have recently included—CareFirst BCBS, the BCBS plan that covers approximately 3.0 million members in the Maryland, D.C. and Northern Virginia markets, which he assists with hospital and physician contracting, strategy and analytics; the Beth Israel Deaconess Physician Organization (BIDPO), an organization encompassing 1,700 affiliated physicians including 800 members of the Harvard Medical Faculty Plan, which he assists with full risk (PMPM) contract negotiations and related internal financing and budget accountability structures; the National Benefits Fund/1199, a selfinsured Taft Hartley union group with approximately 350,000 members in the New York City market, which he assists with hospital contracting; WellPoint BCBS, a company that operates 14 BCBS plans covering approximately 35 million members, which he assists with hospital contracting and methodology development; Excellus BCBS, the U. of Rochester Medical School and the local health systems, for whom he has provided strategic advice regarding PMPM-based financing arrangements; and the Michigan Hospital Association, which he assists with P4P and related contracting efforts.

Other clients have included Independence BCBS, the BCBS plan in the Philadelphia market that covers approximately 3.5 million members; Massachusetts BCBS, the BCBS plan in Massachusetts that covers approximately 3 million members; the Greater Dayton Area Hospital Association; the North Carolina State Employees Health Plan; and various other entities.

Prior to beginning his consulting career, Mr. Keane served as a senior official in the hospital rate setting programs in Massachusetts and Maryland and co-founded a company that built PPO plans in sixty markets throughout the U.S.

Mr. Keane holds an M.S. degree in Health Services Administration from Harvard University.​
