General Description of Commission

The Health Services Cost Review Commission (HSCRC) is an independent agency, charged with regulating hospital rates for all payors in Maryland. The goals of the Commission are:

  1. Constrain hospital cost growth
  2. Ensure that hospitals have the financial ability to provide efficient, high quality services to all Marylanders
  3. Increase the equity or fairness of hospital financing

The seven (7) members of the Commission are volunteers and are appointed by the Governor. Each member serves 4 year terms. They come from a variety of healthcare backgrounds, representing consumers, payors, providers and hospital administrators, appointed to serve the "public interest".
